There are certain conditions for the appointment of external member. Such person should be a social worker, or a lawyer, or a person who has experience working with women's issues. The external member is appointed in order to bring a non-biased, independent member on to the committee - who would not be influenced by what company employees or internal IC members know and think. Therefore, it is not advisable to appoint the wife of an internal member, as there is a conflict of interest. - KelpHR

Thanks for writing in. This issue will not be under the PoSH Act which is pertaining to workplace issues.
Since this is outside workplace and occurred between two employees. HR can definitely handled this under code of conduct and take disciplinary actions against employee for abusive behaviour.
